This is the section of the regulations under the Family Income Security Act which allows SD to issue assistance when eligibility cannot be established and the need appears to be urgent. Examples of such instances may be:

  • unable to provide identification,
  • unable to confirm income, or
  • unable to establish/confirm residence.

Assistance issued is for basic needs only. Special benefits and the health card cannot be issued until eligibility is established.

Assistance is for a maximum period of two weeks based on the household's probable Basic Household Rate.

This is not to be used when applicants are not eligible - only if eligibility cannot be determined, and if the need is urgent.
