Incident Command System (ICS)

ICS Canada: The Incident Command System (ICS) is a standardized, on scene, all hazard incident management concept. ICS allows its’ users to adopt an integrated organizational structure to match the complexities and demands of single or multiple incidents without being hindered by jurisdictional or political boundaries.

Authority Having Jurisdiction (AHJ): In New Brunswick, NBEMO is the Authority Having Jurisdiction (AHJ). Only Provincial or Territorial agencies will be referred to as the Authority Having Jurisdiction or AHJ. There is only one AHJ per province or territory. The department normally responsible for ICS Canada AHJ status usually falls to the department responsible for Emergency Management or its counterpart. AHJs can recognize, within their jurisdiction, Agency Authority Having Jurisdiction (AAHJ). For jurisdictions where an AHJ does not exist, this responsibility will move up to ICS Canada.

NBEMO is responsible to grant access to the online version of the I-100 course, certify instructors, conduct quality assurance of the training being delivered in the province, and participate in ICS Canada meetings and conferences. The Training and Exercise Coordinator will conduct these activities on behalf of NBEMO.

As the AHJ, NBEMO will also work with qualified and approved private sector counterparts to ensure correct ICS delivery within the province. The Training and Exercise Coordinator will conduct quality assurance as required. Furthermore, stakeholders (private and public) are to advise NBEMO of ICS training as per the regulations set forth by ICS Canada and the provincial AHJ.

AHJ Committee: The AHJ Advisory Committee will make decisions related to ICS matters to include (but not limited to):

  • Certifying Lead Instructors within NB;
  • Granting/recognizing course equivalencies; and
  • Answering any ICS related questions unable to be answered by the Training and Exercise Coordinator

ICS-100 Self-study Course: NBEMO is responsible to grant access to the online version of the I-100 course, The Training and Exercise Coordinator will conduct these activities on behalf of NBEMO utilizing the ‘EMO22’ training account. For information on how to enroll in the BEM course, click here.

Certifying ICS Instructors: The NBEMO ICS Instructor’s Directive (link as the same on the side of the page) will outline the procedure for certifying prospective instructors. The Training and Exercise Coordinator is responsible for facilitating and coordination of qualified applicants and will forward all requests with appropriate documentation to the AHJ Committee for review and approval.
