The  New Brunswick Community Colleges Act (the Act) establishes that the Collège communautaire du Nouveau-Brunswick is responsible for enhancing the economic and social well-being of the province by meeting the skills training needs of the population and the needs of the province’s labour market. The legislative mandate of the College is to:

(a) provide education, training and related services to full-time and part-time students;

(b) provide education, training and related services to governments, corporations and other entities and individuals;

(c) participate in joint education, training and related services programs developed and delivered jointly with other post-secondary and educational institutions; and

(d) carry out any other activity or function authorized or required by its Act.

Current positions to be filled (4):

The Department of Post-Secondary Education, Training and Labour is now accepting expressions of interest from qualified candidates interested in serving as a member of the CCNB Board of Governors. Expression of interest received for this position may also  used to fill future vacancies.

Qualifications and commitment:

To be eligible for appointment as a member of the Board, candidates must meet the following criteria:

(a) Be residents of New Brunswick.

(b) Any person who has been an employee of CCNB for the past two years is not eligible for appointment to the Board as an external candidate and must not have a conflict of interest by reason of the position held or the professional activities conducted.

(c) Cannot hold a position of elected public office: a Member of Parliament and staff, Minister, Deputy Minister, Assistant Deputy Minister, Member of the Senate and staff, Mayor or City Councillor.

(d) Declare any relationship with one or more CCNB staff members. This information will be used to judge potential conflicts of interest and does not automatically exclude such applications.

(e) Knowledge of spoken and written French is required. Please indicate your language ability.

(f) Candidates must possess knowledge and skills that are essential to leading an organization, such as previous experience in the following areas:

  • Communications and Public Relations: Experience in communications and public relations or providing strategic communications services or consulting.
  • Knowledge of current issues related to post-secondary education, whether at college or university level: Knowledge of the general environment of the college environment and interested parties; and have the ability acquired through training or experience to understand the economic, organizational and social issues of college education.
  • Knowledge of current issues related to youth: Knowledge of current and pressing issues related to youth and engagement with youth (Jeux de l'Acadie, Fédération des jeunes francophones du Nouveau-Brunswick, etc.)
  • Knowledge of the art and culture sectors: Professional artist; experience in the development or promotion of the artistic and cultural sector or the dissemination of cultural products.
  • Knowledge of major construction project management: Relevant experience as a manager or administrator in order to be able to understand the management of major construction projects. Ability to provide an informed perspective to the Board of Directors at the level of the organization's planning and decision-making mechanisms.
  • Knowledge of research, innovation, science and technology, and applied research management: Knowledge of the innovation, research and development environment and funding sources for these areas.
  • Discernment in Business Management: Experience in planning, directing, organizing and controlling functions in complex and multi-faceted organizations; relevant administrative or management experience; and the ability to read and understand financial statements, the notes associated therewith, and to link between the different sections of the financial statements and track their evolution from period to period; ability to understand the development of financial statements; budgets, track results against established budget, obtain justifications/reasons for variances.
  • Discernment in Business Management: Experience in planning, directing, organizing and controlling functions in complex and multi-faceted organizations; relevant administrative or management experience; and the ability to read and understand financial statements, the notes associated therewith, and to link between the different sections of the financial statements and track their evolution from period to period; ability to understand the development of financial statements; budgets, track results against established budget, obtain justifications/reasons for variances.
  • Teaching and Educational Management: Experience in teaching or senior management in an elementary, secondary or college education.
  • Previous experience in board governance: Experience in teaching or senior management in an elementary, secondary or college education.
  • Previous experience in board governance: Governance experience on a Board of Directors of a company, a public body or a not-for-profit organization; and the ability to distinguish between governance and management responsibilities.
  • Expertise in human resources and labour relations: Senior human resources manager; consultant who specializes in an area of human resources, including compensation and benefits, organizational development, learning, or leadership development.
  • Vocational and technical training (trades): Hold a certificate and/or diploma in vocational or technical training (trades) or experience in training and skills management in the trades.
  • Project & Risk Management: Understanding of the risks in large, complex organizations, including reputational, financial and organizational implications; ability to provide an informed perspective to the Board of Governors and staff regarding the integration of risk management into the organization's planning, decision-making and reporting mechanisms.
  • Notions of strategic planning: Experience in a senior leadership position in strategic planning and resource allocation; the ability to oversee the development and advancement of a performance measurement framework or regime, including, but not limited to, planning, monitoring and establishing results against stated organizational objectives and targets; and knowledge of how to set organizational priorities.
  • Accounting and Finance Qualifications: Combination of formal education in finance and accounting, and considerable experience in preparing, auditing, or actively supervising individuals who prepare or audit financial statements: for example, CA, CMA, and CGA; and hold a professional accounting designation and experience in internal auditing.
  • Legal Qualifications: Hold a law degree; a member of a legal association or law society.
  • Digitalization: Executive experience in the information technology industry, with knowledge of trends, best practices, cybersecurity, and risk concerns.  Knowledge of robotics and automation technologies, artificial intelligence and cloud technologies. Proven success in leading a diverse group of professionals and departments in a complex IT environment, and knowledge of IT issues important to governance.

(g) Based on the current composition of the Board, special consideration will be given to candidates with knowledge of the arts and culture sector.

(h) Applicants must agree to abide by the regulations, directives and terms and conditions of the Board of Governors as well as the obligation to maintain strict confidentiality.

The Board of Governors is committed to maintaining a balance between old and new members through reappointment to ensure institutional memory. The composition of the Board must consider the geography of the province and balanced gender representation.

As the use of technology is encouraged at CCNB, candidates must be comfortable with its use.

Conditions and remuneration:

Board members receive a per diem of $250 per meeting day and are reimbursed for expenses incurred in attending meetings. Members are required to travel to attend Board meetings held at one of CCNB's five campuses, as well as at the head office, in Bathurst.

Meetings:

Candidates must be able to attend, per year, four regular Board meetings; special meetings, which may be added as needed; and one retreat. The four regular meetings take place in September, December, March and June and the brainstorming session in October. Regular meetings are either virtual or in-person. The two virtual meetings will be held on Thursday evenings from 5 p.m. to 9 p.m. and Fridays from 3 p.m. to 5:30 p.m., and both in-person meetings are held on a weekday (normally Thursday or Friday). These time slots are subject to change.

Board members are also appointed to one of the three standing committees of the Board and may be required to travel to meetings of these committees (four meetings per year). Conference calls and videoconferencing may also be used for special Board meetings as well as for the majority of standing committee meetings. These meetings are held in the evening via videoconference.
