Why does an error message appear when I am opening the Web site?
A system requirement of Internet Explorer is required. This Web site will not work if using Netscape or any other browser.
I’ve clicked on the link to open a document but nothing appears on the screen. Why?
You probably don’t have a recent version of the Adobe Reader which is a system requirement.
Why is Adobe Reader required?
Adobe Reader is software that reads .pdf files and will help you navigate through the documents stored.
Will the system be available 24 hours a day, 7 days a week?
Planned service interruptions to the server, such as software maintenance, server upgrades and enhancements will be scheduled between the hours of 7 p.m. and 12 a.m. every Wednesday.
How up to date is the system?
The system is continually updated as new Collective Agreements and Arbitration Awards are filed with the Department of Post-Secondary Education, Training and Labour and new volumes of Collective Bargaining are published.

How many Collective Agreements are in the system?
Approximately 575
Will the copy of the collective agreement in the system be a legal copy?
The only legal copy is the original copy of the collective agreement.
What collective agreements are included in CARS?
Collective agreements that are included in CARS are those falling under provincial jurisdiction in New Brunswick as follows:
- Agreements negotiated under the Industrial Relations Act in the various economic sectors of the province such as manufacturing, mining, forestry, retail stores and construction. Also included are municipalities, universities and nursing homes.
- Agreements negotiated under the Public Service Labour Relations Act involving government employees throughout the province, hospital workers, and school teachers.
Are collective agreements under federal jurisdiction included in the system?
No, they are not included in CARS. These are agreements that are within the authority of the Parliament of Canada and involve interprovincial trade. They include operations such as air and rail transport, shipping, banking, broadcasting and communications, longshoring, postal contractors, Federal Crown Corporations and the Federal Public Service. For information on collective agreements falling under federal jurisdiction, callers can be redirected to Human Resources & Skills Development Canada, Workplace Directorate at: 1-877-259-8828.
I am looking for a certain agreement by employer name and cannot find it. Why?
Perhaps the employer name has changed since the agreement was filed.

What does the collective bargaining cover?
The Collective Bargaining publication contains summaries of collective agreements and arbitration awards negotiated under the Industrial Relations Act in the various economic sectors of the province such as manufacturing, mining, forestry, retail stores and construction. Also included are municipalities, universities and nursing homes.

How many arbitrations are on file and why?
Approximately 1000 arbitrations can be accessed through the CARS system.
Why?
Under the Industrial Relations Act, copies of arbitration decisions must be filed with the Minister. In an endeavour to assist the public, decisions are available for reference and educational purposes using CARS.
How current are these decisions?
Arbitrations are entered in the database, scanned and uploaded as soon as they are received in the office.
Are all arbitrations on the database?
Only arbitrations filed with the Minister under the Industrial Relations Act (private sector) are maintained.
What am I able to search?
Combinations of issues, dates, decisions, arbitrators and types of arbitrations can be combined to filter results.
Why is it I can’t find a particular decision?
The decision might not have been filed or perhaps, the decision does not fall under the jurisdiction of the Industrial Relations Act.
