Simply put, regulations are rules that derive their authority from legislation. While legislation establishes the general “laws of the land,” regulations provide the specific ways in which those laws are interpreted and applied. Regulations have the same legal effect as laws, and can provide direction in areas such as: forms that must be filled out to create a business; training that a convenience store owner must provide to employees selling prepared food; processes that must be followed for the adoption of children; or safety gear that must be used when working in dangerous locations.
