In general, subsequent to this fairly detailed study, the equivalences between the two scales are fairly clear, especially when one considers the sub-scales, which helps define the CEFR Global Scale and which allow more precise correlation between the two scales:

It must be noted that the OPI Basic level straddles CEFR levels A1 and A2.1, and that the Advance Plus level straddles levels B2 and C1. In other words, some of the descriptors for the higher CEFR level apply to a “lower” OPI level. Level C2 is beyond the range measured by the OPR scale (equivalent more to Level 5 of the IART and Global Affairs scales).
