Interim Teacher’s Certificate 4 issued under Policy 612
Policy 612 helps New Brunswick school districts meet the challenge of teacher shortages. This policy allows substitute teachers (non-certified) to hold an interim teacher’s certificate 4 while teaching and studying part-time for an approved Bachelor of Education (B.Ed.). Once they have obtained their B.Ed., they are eligible for a permanent certificate at a higher level.
It is important to note that an Interim Teacher’s Certificate 4 holder is eligible for a D contract and will be invited to apply for teaching positions ahead of Local Teaching Permit holders.

Does this program guarantee me a teaching position?
No. However, your chance of being called on to be a substitute teacher or to obtain a D contract are higher. Teachers with an Interim Teacher’s Certificate will be called on to teach ahead of local teaching permits holders.
Can I apply even if I don’t have a bachelor’s degree?
You must have a bachelor’s degree to participate in this program.
How do I know if I have enough teachable subjects credits?
The Office of Teacher Certification will determine if you have enough credits in teachable subjects. You can consult the table of teachable subjects here.
I am currently enrolled in a Bachelor of Education program. Can I participate in this program?
You could be eligible if you meet the eligibility criteria described above.
I have a Red Seal and I would like to teach trades. Can I participate in this program?

What happens if I do not obtain my Bachelor of Education within the prescribed time frame?
If you do not meet the conditions of your Interim Teacher’s Certificate 4, it will not be renewed when it expires. You will need a local teaching permit to work in schools.
What happens if I am not accepted into a Bachelor of Education program?
You will not be issued an Interim Teacher’s Certificate 4.
I completed my university studies outside of Canada. What should I do?
If you have the equivalent of a Canadian Bachelor’s degree with the required number of university credits, you will be eligible to apply. You will need to provide the Office of Teacher Certification with a WES course-by-course report to confirm the Canadian equivalency and the number of credits related to teachable subjects.
I am enrolled in a full-time Bachelor of Education program and the school district has given me a C contract during my teaching placement. Can I obtain an Interim Teacher’s Certificate 4?
This is not the intent of Policy 612. However, the school district may request an exception if the position under a C contract is at risk of not being filled when your internship ends.
Can I work in another Canadian province using the Interim Teacher’s Certificate 4? This certificate is not valid outside of New Brunswick until you have obtained a Bachelor of Education degree.
