The teaching profession is regulated across Canada, including in New Brunswick. To teach in New Brunswick public schools, you must hold an interim or permanent teacher’s certificate.

The Office of Teacher Certification is responsible for issuing these certificates, as outlined under the Teacher Regulation Certification 2004-8 (Education Act).

Requesting an Interim or Permanent Teacher’s Certificate

An interim or permanent teacher’s certificate is required to teach in New Brunswick schools. There are three levels of certification: 4, 5 and 6.

Requesting a Statement of Professional Standing

This document is required to teach in another province, territory or country. It confirms that you hold a valid New Brunswick certificate.

Requesting recognition of work experience for salary purposes

If you have teaching experience or work experience related to teaching, you can apply to have your experience recognized for salary purposes.

Requesting course approval to obtain a higher-level certificate

An upgraded teacher’s certificate can be obtained by taking courses approved by the Office of Teacher Certification. Please ensure your courses are approved before taking them by using the appropriate form (I or J).

Requesting an upgraded Teacher’s Certificate

Once the approved courses have been completed, an application for an upgrade must be submitted using the appropriate form (K).

Requesting a Principal’s Certificate

A Principal’s Certificate is required to work as a school principal in New Brunswick public schools. The requirements are outlined in this section.

Requesting a Local Teaching Permit

A Local Teaching Permit allows a person who does not hold a teacher’s certificate to substitute teach in schools. This permit is available from school districts.


International candidates - Pathways to Teach Canada

Teachers trained at the University of Maine at Presque Isle are not required to use the services of Pathways to Teach Canada. Please contact the Office of Teacher Certification for more details.

Pathways to Teach Canada is the first step for internationally educated teachers interested in obtaining a teaching certificate in participating provinces and territories, including the New Brunswick Office of Teacher Certification.

Pathways to Teach Canada offers a streamlined process, enabling internationally educated teachers to have their credentials and language competency evaluated and sent to one or more participating provinces or territories where they want to apply for certification.

Here is the new simplified process for internationally educated teachers:

  1. Visit the new Pathways to Teach Canada website to prepare your application and determine your eligibility.
  2. Submit your assessment request to have your credentials and/or your language competency assessed.
  3. Once your credentials and/or language competency assessment reports are available, Pathways will send them to the teaching regulatory bodies for the participating provinces or territories you selected.
  4. Once your report(s) are available on the Pathways portal, you will need to start the certification application process with the participating provinces or territories you selected by contacting each regulatory body directly.
  5. Applicants are responsible for ensuring that all application requirements are met for each province/territory they are applying to. The certification decision will be made by the teaching regulatory body of each participating province or territory. You will be informed directly of their decision.

By applying to Pathways to Teach Canada, internationally educated teachers can expect assessment processes that are fair, transparent, consistent, and timely.

Candidates already holding a course-by-course report from WES or ICAS agencies

Candidates who held or submitted a request for a course-by-course report to WES or ICAS before OCTOBER 28, 2024, do not need to request a credential assessment from Pathways to Teach Canada.

However, they must:

  • Request that WES or ICAS forward their course-by-course report to the Certification Office (select Government of New Brunswick – Teacher Certification).
  • Request that government authorities provide the NB Office of Teacher Certification with a statement of professional standing for each country in which the candidate has taught. The statement must confirm that the candidate is authorized to teach and has not been subject to disciplinary sanctions.
  • Provide the Office of Teacher Certification with a letter from the university confirming that the language of instruction of the teacher education program was English or French. If the program was not entirely in French or English, the candidate must take the Language Competency Assessment for the Teaching Profession (LCATP). To do this, the candidate must go to the Pathways to Teach Canada website. No other language evaluation will be accepted.

Latest news

On August 16, 2024, amendments to Regulation 2004-8 on Teacher Certification came into effect. The primary effect of these amendments is to standardize certification requirements for teachers trained in New Brunswick, elsewhere in Canada and abroad.

The new certification requirements now appear on the Office of Teacher Certification forms. These forms can be viewed These forms can be viewed directly above this section of the webpage.

To ensure a smooth transition between the old and new requirements regime, please note the following provisions:

  • written approvals given by the Office of Teacher Certification to upgrade to a higher certification level, prior to the the new regulation coming into effect, will be honoured.
  • teachers who are currently taking courses have been approved in writing by the Office of Teacher Certification to upgrade from level 4 to 5 or 5 to 6 are invited to contact the Office of Teacher Certification to have their file reviewed as, in some cases, the new regulation may reduce the number of credits that a teacher must complete to obtain a higher-level certificate.

The Department of Education and Early Childhood Development is the regulating body for teacher certification in New Brunswick. The Office of Teacher Certification is responsible for issuing teacher certificates as well as dealing with all related matters in this domain.

Registry of Suspended and Revoked New Brunswick Teachers’ Certificates

The provisions of the Education Act relating to the creation of a Registry of Suspended and Revoked New Brunswick Teachers’ Certificates came into force on July 1, 2021. Accordingly, only suspensions and revocations related to misconduct occurring after July 1, 2021 have been entered into this registry.
