What is a green paper?

A green paper is not government policy. A green paper is a document that explains the issues that need to be addressed and provides options to address them. This green paper is designed to encourage public discussion.

Due to the delay in municipal elections, engagement sessions with local governments and LSDs will take place in June. Information on this engagement will be shared directly with local governance stakeholders.
