Private Career College Graduate Pilot Program



The New Brunswick Private Career College Graduate Pilot Program is for international graduates with the skills, education, and work experience to contribute to New Brunswick’s economy, and who are ready to live and work in New Brunswick permanently. The objective of the pilot program is to make available an immigration pathway to international graduates from select one-year and two-year programs of study that lead to careers in priority occupations in Education and Social Development, Health, IT and Cybersecurity, Business Administration, and in Supply Chain and Logistics. This pilot program is accessible to new graduates, from specific private career colleges in New Brunswick, that are not eligible for the federal Post-Graduation Work Permit (PGWP) program.

Students who do not qualify for the pilot program are encouraged to review the Atlantic Immigration Program (AIP). Students with qualifying work experience and a job offer from an AIP-designated employer may be eligible to apply when they complete their studies.


Private Career College Graduate Pilot Program Road Map

Step 1: Accept offer of employment.

Step 2: Create an Expression of Interest (EOI).

Step 3: Receive an Invitation to Apply (ITA).

Step 4: Submit an application to the Government of New Brunswick. 

Step 5: Receive a nomination and a work permit support letter from the Government of New Brunswick. 

Step 6: Submit your Work Permit (T13) application to Immigration, Refugees and Citizenship Canada (IRCC).

Step 7: Submit your permanent residence (PR) application to Immigration, Refugees and Citizenship Canada (IRCC).

Step 8: Confirm your employment and maintained nomination.

Step 9: Receive a decision from Immigration, Refugees and Citizenship Canada (IRCC).


Getting Started

Before applying to the New Brunswick Private Career College Graduate Pilot Program, you must:
  • Have graduated from an eligible private career college. Consult the Guide for more information).
  • Accept a genuine offer of full-time (non-seasonal), employment from a New Brunswick employer who is willing to support you through the New Brunswick Provincial Nominee Program (NBPNP) process. You have 90 days upon graduating to secure in-province, full-time employment in an identified priority occupation related to your field of study.
  • You must be Permanent Residence (PR) Ready.

When applying to any of New Brunswick’s immigration streams, you must be Permanent Residence (PR) Ready. That means you:

  • Meet all minimum eligibility requirements and selection factors.
  • Have all the required documents on hand to prepare and submit a complete and correct application to the Government of New Brunswick and to the Government of Canada.

Submitting Your Application

1. Read Our Guide

Consult the New Brunswick Private Career College Graduate Pilot Stream Guide which provides comprehensive information on the program. Topics covered include eligibility requirements, sectors, programs of study, and eligible occupations, selection factors, the application process, and other important information.

2. Submit an Expression of Interest (EOI)

If you meet all eligibility criteria and selection factors, and you have the support of your New Brunswick employer as indicated through a completed and signed Employer Information NBPNP-004 form, you can then apply by submitting an online application. The processing time varies depending on the time required for the verification of documents included in your application and on the volume of applications received. In some cases, you may be asked to attend an interview. You can create a candidate profile and complete an Expression of Interest (EOI) to the province through the INB Portal.

3. Receiving an Invitation to Apply (ITA)

If you are selected, you will receive an Invitation to Apply (ITA) in your INB account. You will need to show proof of the information submitted in your profile. You are required to submit a complete electronic application within 20 calendar days of being issued an ITA.

ITAs are not issued automatically. Only registrants who are determined to be eligible will be offered an ITA, and only those who receive an ITA will be eligible to submit a full application to the Private Career College Graduate Pilot Program.

4. Complete Your Electronic Application

The application and all supporting documents must be submitted electronically through your INB account. All documents must be provided as PDF files. Make sure your application is complete and includes all mandatory forms and documents.

Submitting an application and meeting the eligibility requirements for the New Brunswick Private Career College Graduate Pilot Program does NOT guarantee a nomination. The Government of New Brunswick reserves the right to change criteria and/or pause streams. 

5. Pay the Processing Fee

Before submitting your complete application, you must pay your fees through your online account. Your spouse or common-law partner and dependent children are included in the processing fee. Processing fees are non-refundable. The Canadian $250 processing fee is payable by Visa, MasterCard, Discover, American Express, INTERAC Online or Visa/Debit.

6. Wait for a Decision

Your application will be assessed according to eligibility requirements and selection factors. The government of New Brunswick will advise you of the final decision in writing and upload that decision to your online profile’s dashboard. The decision to issue a nomination certificate will be at the sole discretion of the government of New Brunswick. If you are nominated you can apply directly to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence (PR). Remember, you must maintain the conditions of your nomination while you are awaiting a decision on your permanent residence (PR) application.


After Nomination

If you are granted a nomination by the Government of New Brunswick, you are required to:

  • Submit your Work Permit (T13) application to IRCC before the expiry of your study permit.
  • Apply directly to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence (PR). Remember, you must maintain the conditions of your nomination while you are awaiting a decision on your PR application. The nomination certificate will be valid for six months from the date of issuance and is considered valid if you submit a complete application for PR before the expiry date on the nomination certificate.
  • Confirm your employment and maintained nomination:
    • 12 months following your nomination from the Government of New Brunswick, you must report to the province the following:
      • Proof of Employment (employment contract with description of duties, pay stubs, tax information).
      • Proof of New Brunswick residence during employment period (lease, utility bills, bank information, New Brunswick driver’s license, etc.).
  • After 18 months, should you have not obtained permanent residency, you must submit a declaration to the Government of New Brunswick, along with the following supporting documentation:
    • Proof of Employment (employment contract with description of duties, pay stubs, tax information).
    • Proof of New Brunswick residence during employment period (lease, utility bills, bank information, New Brunswick driver’s license, etc.).

If you fail to report your status to the province and fail to maintain full-time employment in a priority occupation (in your field of studies) while your Permanent Residency (PR) application is processed, your nomination will be rescinded by the province.
