Overview

The NBPNP is a provincial immigration program made possible through an agreement with the Government of Canada. As an economic program, the NBPNP selects and nominates qualified skilled workers from around the world who will contribute to the New Brunswick economy. However, a nomination decision does not guarantee the issuance of a permanent resident visa.

In May 2015, the provincial government opened its NBPNP Express Entry Labour Market Stream. It is based on similar criteria and selection factors to the Federal Skilled Worker Program. Applicants who meet the EELMS criteria may receive a nomination from the Province, thereby potentially enabling them to be drawn from the federal Express Entry pool and be invited to apply for permanent residency. As a result of this new stream, the NBPNP will be able to nominate more highly skilled workers more rapidly.

Eligibility

Express Entry Labour Market Stream Criteria:
• You must be between 22 and 55 years old. Your age is assessed as of the day your application for permanent residence is received at the NBPNP,and you are assigned a file number.

• You have a Canadian Language Benchmark (CLB) level 7 or above, in English and/or French, demonstrated through a Citizenship and Immigration Canada (CIC) approved test.*

• You have, at a minimum, been awarded a high school diploma for education completed after junior/middle school and before college, university and other formal training. Applicants must provide an educational credential assessment (ECA) from a CIC designated agency if their education was completed outside of Canada. **

• You must have at least one year (1,560 hours minimum) of continuous full-time (or equivalent in continuous, paid part-time) experience in your primary occupation. This experience must be within certain occupations as determined by the 2011 National Occupational Classification (NOC) skill type 0, or skill levels A or B.

• You must show that you have enough money to support yourself and your family (even if they are not coming with you). You do not have to show that you have these funds if:
• you have a valid offer of arranged employment in Canada; or
• you are currently working or authorized to work in Canada.

You will be required to sign and submit a Commitment to Live and Work in New Brunswick form (NBPNP – 001). This commitment will assert that the principal applicant will maintain their primary residence in New Brunswick.
• You will score a minimum of 67 points in the selection factors.

Description

Immigration Program Officers review applications based on eligibility requirements and selection factors. You must meet eligibility requirements. You should also be aware that meeting the eligibility requirements does not guarantee nomination. Priority will be given to applicants who have the greatest potential to become economically established in New Brunswick.

Decisions on applications are final. There is no appeal process in the event you are refused. If you are unsuccessful, you may reapply two years after your application has been refused, providing your situation changes substantially and you have new information to submit. You also have the option to apply to Citizenship and Immigration Canada programs with New Brunswick as your destination.

If you are nominated by the NBPNP Express Entry Labour Market Stream, you must accept the nomination through your MyCIC account in the Express Entry system.

* Test Results cannot be more than two years old at the time the applicant is invited to apply for permanent residency by CIC.

**Your ECA cannot be more than five years old at the time you are invited to apply for permanent residency by CIC.
