The mandate of the branch is to provide leadership and guidance in the planning, design, development, implementation and support of information technology solutions in keeping with the Departments' vision and strategic plan.

To manage corporate information in all formats as well as educate clients in order for them to comply with established Acts and Policies.

The Department is responsible for providing comprehensive services to senior administrators, other central staff, representatives of Regional Offices and the NBCC Network. The Branch also develops, promotes and supports human resource policies, programs and practices that result in a workplace culture that is congenial, nurturing and committed to achieving a standard of excellence in all aspects of service delivery.

The Employment Standards Branch is responsible for promoting, overseeing and enforcing the application of New Brunswick's Employment Standards Act and accompanying Regulations. The legislation provides for standards of work that apply, as a minimum, to all employee-employer relationships under provincial jurisdiction. These standards address minimum wage, hours of work, vacation time and pay, public holiday pay, termination notice and pay in lieu thereof, maternity leave, child care leave, employment of children, bereavement leave, unfair employer action, weekly rest period, equal pay for equal work, and new provisions.
As a neutral party, the Employment Standards Branch provides comprehensive services to both employees and employers, including responding to general inquiries, investigating complaints, enforcing provisions of the Act and Regulations, and proactively providing educational and information services to the public.

To faciliate harmonious relations between labour and management in the private and quasi-public sectors by providing neutral third party assistance and preventive mediation services.
To provide third party assistance to the parties to help them overcome impass during negotiations, through the appointment of a conciliation officer, mediation officer, interest based facilitator, conciliation board, arbitration board, or a combination thereof.
To provide preventive mediation services designed to promote healthy labour relations between the parties while a collective agreement is in force. Such services include: assisting in the establishment of labour-management committees, conducting relationship improvement programs, implementing joint labour-management training sessions, providing voluntary grievance mediation services, interest based bargaining and coordinating other consultative mechanisms.

Employers' Advocates assist New Brunswick employers in matters concerning workers' compensation through communication, consultation and education, and by advising and representing them on issues before WorkSafeNB and in particular, the appeals process.

Workers' Advocates are in place to provide information, advice and direct representation to injured workers or their dependents who desire to discuss or dispute any decision made in relation to their claim for workers' compensation.

The mandate of the New Brunswick Public Library Service (NBPLS) is to manage the public library system of the province. NBPLS administers the funding for staff and collections at the provincial, regional and public library levels, and for operations at the provincial office and in regional headquarters. NBPLS ensures uniform delivery of public library service throughout the province by establishing policies and procedures for the system; by providing centralized administrative and technical support; and by monitoring the delivery of programs to the residents of the province.




The Library Region Headquarters oversee the public libraries in their respective regions. They provide professional expertise and administrative support, centralized professional services (collection development, technical services, etc.), and bookmobile services (in four regions).


The Program Design and Support Branch provides specialized support in the areas of program design and evaluation, quality assurance and monitoring, labour market policy development, federal/provincial relations, employment counseling, and marketing. It works to ensure that employment programs and services provided by the Department are responsive to the needs of clients, that new initiatives are developed when a gap in service is identified and to ensure that local staff has the tools and support required to help clients with their training and employment needs.

The Assistant Deputy Minister of Post-Secondary Education is responsible for the smooth operation of post-secondary branches, including Post-Secondary Affairs and College Support Office.

The mandate of the Post-Secondary Affairs Branch is to initiate and promote programs and strategies that allow for the effective transition into, from or within post-secondary institutions and to coordinate activities with the universities in particular, and to represent the Department provincially, regionally, nationally and internationally in support of these initiatives. Of equal importance is the policy advice provided to the Department’s senior management, as well as liaison activities with other government departments, organizations and agencies on a regional, provincial, national and international basis.

There are a number of areas of major responsibilities within the Branch. They include:

• Promoting access to post-secondary education and training;
• Promoting quality in post-secondary education;
• Fostering a culture of research and innovation in New Brunswick;
• Offering educational opportunities and helping to develop strategies to meet the province’s labour market needs and increase participation in the labour force;
• Promoting transitions for student from secondary to, and within, the post-secondary sector and then into the work force as well as meeting the needs of foreign students;
• Attracting and meeting the needs of international students;
• Encouraging lifelong learning and promoting related services, including credit transfer, Prior Learning Assessment and Recognition (PLAR), credential/competency recognition;
• Facilitating the development of university infrastructure;
• Managing the Degree Granting Act and providing advice with respect to private degree granting institutions; and
• Managing programs and initiatives to provide funding assistance for students.

In New Brunswick, the Student Financial Services Branch of the Department of Post-Secondary Education, Training and Labour administers and delivers all government student loan programs, and associated bursaries and grants. New Brunswick Student Financial Assistance is designed to assist eligible New Brunswick residents to access post-secondary educational opportunities, and to encourage them to complete their studies in a timely and successful manner.
