What's new...
Beginning June 1st, 2010, operators of pet establishments (kennels, pet retail stores and animal shelters) across New Brunswick are required to obtain a licence under the new Pet Establishment Regulation. The Regulation also specifies standards of animal care for these establishments.
Established for the protection of animals, the new Regulation will be overseen and enforced by the New Brunswick Society for the Prevention of Cruelty to Animals (NBSPCA).
What is now required...
All pet establishments will require a licence in order to operate. The cost of the licence is $100 for animal shelters, and $250 for kennels and pet retail stores. Those pet establishments without a licence will be required to obtain one beginning June 1st, 2010. Kennel licences already issued by a municipality, or issued via the Provincial Dog Regulation under the Municipalities Act (for rural areas), remain valid until they expire or until June 1st, 2011, whichever occurs first.
How it differs...
Previously, only kennels were required to be licensed through municipal animal control by-laws, and by way of Provincial Dog Regulation in rural areas of New Brunswick. Kennels will no longer be licensed in this manner but, rather, through a licensing program administered by the NBSPCA. The licensing requirements have also been extended to include pet retail stores and animal shelters.
In addition, standards of animal care for pet establishments have been adopted in the new Pet Establishment Regulation and the NBSPCA now has the authority to enforce them, perform inspections, and review records of animals in pet establishments.
It will be an offence to operate a pet establishment without a licence or to fail to follow the standards specified in the Regulation.
