Under the Clean Air Act, the Minister of the Environment in collaboration with the Minister of Health and Community Service can issue an Order to establish a new air quality objective or to amend an existing one.

Air quality objectives can be expressed either in numerical terms (a number related to a specific contaminant) or in narrative terms (achieving a specific air management goal).

The Minister of the Environment is required to notify the public of any intentions to establish or amend an air quality objective and to provide the general public and other interested parties an opportunity to comment prior to the establishment or amendment of any objective.

Once established, objectives will support overall provincial air quality management and will also provide opportunities for individual regions to establish specific air quality goals.
