To provide secretariat and administrative services for Executive Council, the Policy and Priorities Committee and Ministers carrying policy coordination responsibilities.

To review all proposals for the development or amendment of government policy and coordinate the development of new policy proposals. To review all regulatory and legislative proposals that impact on government policy. To monitor the on going progress in achieving government objectives.

To liaise with the Office of the Lieutenant-Governor.

The Women’s Equality Branch was created, within the Executive Council Office, to promote gender equality and reduce systemic discrimination, to provide advice and support women's issues to the Minister responsible for Women's Equality as well as to departments of government, and to coordinate the implementation of the government's actions and initiatives in the areas of women's personal, economic and social security.

The Aboriginal Affairs Secretariat was formed in 1999 to improve the provincial government’s capacity to address the increasing number of complex matters in Aboriginal affairs and to devote greater attention to Aboriginal issues. In November 2003, a Deputy Minister was appointed exclusively for Aboriginal Affairs. Aboriginal affairs involve complex social, economic, and legal issues. In New Brunswick, there are 15 First Nations communities, 6 Maliseet (or Wolastoqiyik) communities along the Saint John River and 9 Mi’kmaq communities along the eastern and northern coasts, as well as Aboriginal organizations. Due to the wide range of issues and topics, the Secretariat deals with many parties, including various federal and provincial departments, First Nations communities, and Aboriginal organizations. Aboriginal Affairs is the gateway for contact between the province and First Nations. The secretariat plays a lead role within the provincial government in addressing Aboriginal issues. The Aboriginal Affairs Secretariat works closely with all provincial departments on issues related to environment, education, health, housing, family and community services, sport and culture, natural resource management, economic development, and strengthening relationships with Aboriginal people. The Secretariat also acts as the liaison with the Mi’kmaq and Maliseet communities and Aboriginal organizations to ensure the development of long-term positive relationships with the Aboriginal leaders within the province. In addition, Aboriginal Affairs ensures that the public service is educated and aware of Aboriginal issues and cultural differences, as well as stimulates awareness of the Aboriginal culture at a provincial level.

To provide information and advice to the Minister responsible for Aboriginal Affairs and to departments on planning, policy development, communications, interdepartmental co-ordination and intergovernmental relations pertaining to Aboriginal matters; to act as a liason with Mi'kmaq and Maliseet communities and Aboriginal organizations; and to further cultural awareness in relation to Aboriginal people within the public service and with the general public.

The mandate of the Department of Intergovernmental Affairs is to provide a strategic and corporate approach to the management of relations with other governments, communities and organizations in support of the Government's vision of New Brunswick.

-To coordinate and implement official visits to New Brunswick by members of the Royal Family, the Governor General, heads of state and governments, for members of the diplomatic and consular corps and senior ministers of foreign governments.
-To provide advice to government departments, agencies and the public on matters of protocol, precedence, forms of address, and events planning which includes advice relating to seating plans, invitation design, order of speaking, and providing advice on flag protocol.
-To manage all aspects of the Order of New Brunswick program.
-To maintain the order of precedence for Province of New Brunswick.

-To promote and protect New Brunswick's interests within the Canadian federation and with the United States;
-To pursue regional cooperation as a strategic approach to achieving the social and economic priorities of New Brunswick;
-To seek increased federal investment in New Brunswick;
-To maximize the economic and social benefits for New Brunswick as a member of the Council of Atlantic Premiers, the Council of Maritime Premiers and the Conference of New England Governors and Eastern Canadian Premiers.

Department of Intergovernmental Affairs
Citizen Engagement Unit


1. To coordinate citizen engagement initiatives across government departments and agencies.
2. To provide advice and support to government departments and agencies on citizen engagement initiatives.
3. To provide coaching, training, best practices information to government departments and agencies and develop tools for practitioners.


The Citizen Engagement Unit will ensure that the Government’s vision for a New Brunswick where people have more say over the decisions in their lives is achieved. Meaningful Citizen engagement can take the form of information sharing, consulting to get public feedback, working directly with citizens to deliberate their ideas and ensure their concerns are understood and considered, collaborating with citizens to reach consensus on alternatives and identification of preferred solutions and finally partnering with citizens in joint decision-making processes where people assume responsibility for shaping their future.

-To maximize opportunities and minimize constraints inherent in trading relations for all New Brunswickers, by actively engaging in the negotiation, implementation and dispute settlement aspects of domestic and international trade agreements.

-To manage cooperative agreements and arrangements with Canadian and Foreign governments.
-To coordinate New Brunswick's participation in international intergovernmental organizations.
-To manage the negotiation and implementation of federal-provincial-territorial agreements relative to official languages so as to promote and protect the Province's economic, social and cultural objectives.

-To coordinate and promote the activities of the New Brunswick government within the provincial, Canadian, and international Francophonie;
-To develop the strategy, coordinate the activities and conduct the negotiations for the Official Languages agreements with the Government of Canada;
-To ensure the implementation of the Agreement on the Promotion of Official Languages.

- To facilitate inter-departmental coordination of the Province¿s international activities with the aim of focusing efforts towards the Province¿s strategic interests and achieving a higher level of presence and success in the global community;
- To coordinate the development of the action priorities identified in the International Strategy;
- To coordinate the development and implementation of action plans for designated markets;
- To develop national and international governmental and institutional relationships and partnerships in step with international strategy objectives.

The Executive Council Office - Office of the Chief Information Officer (ECO-OCIO) was established by the Government of New Brunswick (GNB) to improve the overall efficiency and effectiveness of Information Management and Information Communication Technologies (IM&ICT) resources enterprise-wide. Through Solutions Planning (SP) and Information Assurance (IA) leadership, enablement and assurance, GNB IM&ICT resources are intended to be standardized, harmonized, and governed effectively (at an acceptable level of risk in compliance with Government policies).

ECO-OCIO improves the capability to control costs while improving government-wide effectiveness and efficiencies. Maturity in governing IM&ICT will achieve resource (time, cost, quality) conservation. By redeploying these resources, using a whole-of-government approach, GNB is in a better position to grow and ultimately transform how we serve our citizens through the innovative use of IM&ICT.

ECO-OCIO derives its mandate directly from Cabinet and the Chief Information Officer (CIO) reports directly to the Clerk of the Executive Council Office and Secretary to Cabinet.

ECO-OCIO is mandated by Cabinet to oversee, monitor, coordinate and endorse all IM&ICT resources across all public bodies. Furthermore, the OCIO is responsible to advise Government on matters pertaining to IM&ICT. In doing so, ECO-OCIO acts objectively and independently of Government of New Brunswick (GNB) public bodies.

There are two sections of the ECO-OCIO - Solutions Planning and Information Assurance. Within these sections ECO-OCIO's mandate currently includes three main areas of activity: Enterprise Architecture, Portfolio Management, and Information Assurance.

In overseeing Information Assurance-related activities, ECO-OCIO will establish standard performance measures, use benchmarking, enable the balanced scorecard efforts, establish the risk posture and compliance management all while making tough decisions and recommendations through objective diagnostics, preparation and enforcement.

In overseeing Enterprise Architecture, ECO-OCIO strives to keep it simple, fast, stable and fair (systemic and systematic); develop and use a common solutions planning language throughout the enterprise, see that architectures are developed, standards are set; enable shared enterprise-wide services when possible and; see that technology solutions are developed for agility and information reuse.
In overseeing Portfolio Management, ECO-OCIO strives to ensure rigorous business cases are developed and to look for approaches that are based on industry best practices; prioritize IT investments for GNB and ensure that proper structures are in place for projects while encouraging the practice of scenario analysis where applicable.
