provision of government services to the public.

To provide safe, reliable, cost effective Communications, Technical Support and Consultation to all government departments and agencies of the province and the RCMP.

To provide leadership, guidance and service to DTI staff in wellness, health and safety, procurement and contract management, information technology, human resources, financial administration and Enterprise Resource Planning (ERP) deployment.

To provide effective budgeting, accounting, financial reporting and
consulting services; administer the tendering process in support of the
department's capital budget; provide general office and administrative
support services; safeguard essential departmental records and library
materials and provide efficient document retrieval; and administer,
investigate and resolve all personal and real property claims involving the
department.

To support Departmental clients in achieving their business objectives by providing the appropriate information technology tools.

The Geographic Information Systems Unit researches, trains, and provides the necessary support for the acquisition, development and implementation of the specialized engineering applications and software required by the department (Computer Aided Drafting, Roadway Analysis and Design, Automated Mapping, etc.). The unit co-ordinates all engineering users in the department, provides expert advice for the use of engineering applications and liaisons with other Transportation agencies in order to share information.

Records and Information Management are responsible for defining and
managing the processes used by the Department to support the effective
filing and retrieval of all data, including paper and electronic files

To administer the capital projects tendering process in accordance with the
Crown Construction Contracts Act and related regulations. To prepare and
administer the execution of contracts. To provide guidance to the
department on purchasing issues under the Public Purchasing Act and to
provide direction on the preparation of RFP's.

To provide leadership and a corporate focus for the effective and efficient management and support of financial, administrative, human resource and information technology services within the Department, as well as provide fleet management services for the New Brunswick Government.

Responsible for providing a variety of property services to Department
of Transportation & Infrastructure, other government entities including
provincial, municipal and federal as well as to the public. This includes
title abstracts, property surveys, valuation, negotiations and acquisition
of properties for highway and infrastructure projects, management and
disposal of surplus properties, marketing, tendering and document
preparation, administer and resolve all personal and real property
damage claims and expropriation claims. Also responsible for
discontinuance of highways, expropriation, public works designation,
corridor management including issuance of highway usage permits,
rural subdivision review and recommendation as well as determination
of road status all in accordance with the legislative requirements

Responsible for acquiring lands for New Highways, Road Upgrades and
Easements

Investigates claims and supports the Office of the Attorney General in
litigation against the Department of Transportation and Infrastructure
related to motor vehicle highway accidents, highway defects,
environmental contamination and real property damage and with major
litigation and expropriation cases.

Applications for the occupation of all highway rights of way shall be
submitted. A Highway Usage Permit (HUP) could be granted.

Act as an agent for DTI and Government; responsible for acquisition of
lands for infrastructure projects, valuation, property management, land
use, marketing and disposal of surplus government properties.

If a negotiated settlement cannot be reached with the property owners, the
property may be acquired through the expropriation

To manage, coordinate and direct the engineering, land surveying and
technical staff in carrying out preliminary and detailed field surveys to
provide the necessary data for design of all highway and structure
construction and reconstruction projects, as well as the legal surveying,
abstracting and legal plan preparation, on a province wide basis, for lands
necessary for all highway and structure construction and reconstruction
projects.

Provide departmental input into the rural subdivision planning process from
the tentative stage, to the final acceptance of the public streets by the
Minister as outlined in the “Guide to the Minimum Standards for the
Construction of Subdivision Roads and Streets”.

To provide fleet management and vehicle maintenance services to Government, on an economical basis and in accordance with established standards, to enable clients to deliver quality services to the public.

In consultation with stakeholders, including provincial and federal
governments and the transportation industry, develop transportation
policies and implement development plans in support of New Brunswick's
goals.

The mission of the Transportation Policy Branch is to develop, recommend
and implement transportation policies in areas of provincial jurisdiction in
support of New Brunswick's economic and social development goals and
to promote, develop and administer programs in support of transportation
safety and efficiency. The Branch also monitors and advises on
transportation matters of federal jurisdiction. In order to fulfil its mission,
the Transportation Policy Branch consults, researches, analyzes and
compiles information and prepares recommendations regarding
transportation policy options for all modes of transportation.

To survey, identify property requirements, design and prepare tender
documents for grading, paving, municipal and structures projects for the
Department's construction program. To provide technical expertise to the
department relating to highway, structure and municipal design and
geotechnical and hydrotechnical engineering in order to ensure delivery of
the program. To provide document support for the property acquisition
process. To administer and provide technical support to the Department's
technical research program.

The Arterial Highway Program Coordinator is responsible for coordinating the planning, design, land acquisition, and construction activities for the provincial arterial highway programs and the federal-provincial cost-shared highway agreements. The Coordinator facilitates communication and scheduling for the Branches and outside agencies that are involved with these construction programs.

To manage and coordinate the work of professional engineers and other technical support staff in preparing safe and cost-effective designs and the related tender documents for new highway construction, highway or intersection upgrades, and paving (new and recap). To assist the Director of Design in preparation and management of the pre-engineering budget; preparation and updating of the multi-year capital budget; investigating and responding to inquiries from the public, MLA's, other branches or agencies.

Responsible for the collection and analysis of highway data, the planning of new highways, the management of accesses, the approval of new subdivision streets and the preparation and maintenance of maps and databases for the highway network.

To develop, implement and manage the annual program for capital work on designated highways in municipalities.

To design and prepare tender documents for bridge structures and to support bridge and highway design through provision of structural, hydraulic and environmental services. In meeting these objectives the branch mandates safe, quality, cost effective designs in line with current departmental initiatives.

To provide the expertise and support necessary for the effective implementation and use of information technology in the Design Branch and to prepare final drawings for grading and paving contracts.

The function of the Central Laboratory is to provide services in the testing of materials, asphalt and concrete mix designs, and the engineering evaluation of new processes and construction materials.

The materials group performs soils investigations and geotechnical analysis of bridge and highway projects, and, maintains inventories of quarry and aggregate sources throughout the province.

To inspect and maintain the structural integrity of bridges on provincially designated highways in a safe, efficient and cost effective manner.

To ensure that grading, paving and structures contracts and projects for
the construction and reconstruction of provincial highways and bridges are
completed in accordance with the issued plans and specifications, applying
construction methods according to current engineering practices. In
meeting this objective, the Branch provides engineering, financial,
managerial and administrative support services for the provincial highway
and structures capital program, develops quality control standards and
ensures their uniform application.

The Structures unit is responsible for the management of the Bridge Construction Program as well as inspection services for concrete bridge components and drainage structures.

The Site Manager system is a computer application that is used to track construction related data. The system is used by field personnel to track on site information such as the contractor's activities and materials tests. The system is also used by construction office staff to track construction contract administrative information and to generate contractor payment documents.

This unit oversees the asphalt concrete resurfacing on a province wide
basis, strengthening of existing highways and paving new sections of
highway. The chipseal crews complete the surface treatment on the rural
road system. The Grading unit is responsible for managing the Grading
Program, which covers the construction of new highways, reconstruction
of existing highways, replacement of large culverts on roads not being
reconstructed, and calcium chloride stabilization of gravel roads.

To improve departmental effectiveness, operational efficiencies and
support the department and government on strategic issues.

highways, structures and ferries; to operate and maintain a radio
communication system, departmental buildings and grounds; to provide
traffic engineering services; and to provide repair services for the
government vehicle fleet.

environment matters and in the administration of the provincial highways,
bridges, ferries, buildings and dump maintenance programs. This includes
the establishment of standards, the monitoring of work performance and
ensuring maximum value of the provincial maintenance budget. The
branch also provides provincial wireless communication services.

The Buildings Group is responsible for the construction and maintenance
of provincial government buildings throughout the province, and leased
premises, as well as the acquisition and sale of government property.

The Design and Construction division provides planning, design and contract administration services for all government departments supporting school, hospital and miscellaneous building projects. A multi-discipline professional and technical staff supported by private architectural and engineering firms provides and coordinates this service. The division also manages various other government projects, such as jointly funded federal-provincial projects.

The Design Services Branch plans, designs and tenders capital
improvement projects and advises client departments on building-related
issues such as site and building assessments and evaluations,
accessibility, building product evaluations and troubleshooting. The branch
maintains strategic internal expertise but utilizes private sector firms to
provide most of the services.

Architecture - provides expertise to government departments on building
design issues, including feasibility studies, planning, design, building
evaluations, building assessments, accessibility reviews, interior design
and estimates of building cost

Roofing - maintains the roof inspection program for government buildings
and provides expertise to government departments and consultants on
roofing design and roofing performance.

Specifications - provides technical support to the buildings group on the
evaluation of building products, project design and development and
provides expertise on the National Master Specification and Instructions to
Bidders.

Capital Improvement Contract - maintains budget, scheduling and tender
information on capital improvement projects, including tender information,
addenda and recommendations of awards.

Buildings Group System/Administration - provides financial support,
budget monitoring, expenditure processing and reporting and other
financial/general administration activities for projects managed by the
Design and Construction Division and technical support and administration
of the Buildings Group Information System.

The Construction Services branch is responsible for contract
administration, quality control and coordination of inspection activities on
all projects undertaken by the Design and Construction division. The
Construction Services branch maintains five regional offices in
Fredericton, Moncton, Saint John, Edmundston and Bathurst.

It also provides technical support services to other departments, schools and hospitals in the province.
