Provide integrated stewardship through planning and management of

legislation and regulations.

and Local Service Districts (LDS's) on governance issues.

The Corporate Services Division is an overall provider of administrative
support to the Department, providing leadership, co-ordination and advice
in the areas of Human Resources, Information Management, and
Administration.

The Policy and Strategic Initiatives Division has the responsibility for
ensuring that policy, strategic planning, public engagement and inter-
governmental liaison activities are developed and implemented in a
cohesive and meaningful fashion in support of Government commitments
and the operational goals and commitments of the Department of
Environment and the Department of Local Government.

The Impact Management Branch is charged with imposing conditions on
specified activities to acceptably manage impacts to the environment. This
will be done using various regulatory tools, and compliance with conditions
will be assessed through a strong compliance auditing program.

The Standards Setting Branch is responsible for working with other
branches to coordinate the development of environmental
standards/protocols for ENV. It will also maintain existing standards, and
coordinate a compliance audit program.

The Program Operations and Enforcement Branch is charged with the
delivery of ENV programs, and the management of enforcement activities
for the department. The role of this branch will evolve, as local service
delivery is expanded.

This branch is mandated to plan suitable development in the appropriate
places, and to ensure that it is undertaken using acceptable methods. It
has responsibility for advancing the concepts of provincial and regional
planning, and the environmental assessment of activities and
developments before they are undertaken.

This section is responsible for the environmental assessment of new
projects to ensure that they are developed in an acceptable manner. The
expertise of wetlands staff will be important in fulfilling this mandate. Staff
in this section will rely on the work of the State of the Environment Branch
as well as information and advice from other branches, to provide input
into their decision making processes.

This branch has the responsibility to monitor current environmental
conditions, provide scientific testing services, and interpret, evaluate, and
report on the state of the environment in NB. It also has a responsibility to
provide interpreted data, forecasts, and advice to assist in informed
decision making throughout ENV.

The Healthy Environments Branch works collaboratively with partners and
stakeholders to coordinate, develop, plan, and manage environmental
health programs; inform environmental health policy; provide scientific and
engineering support and training to DELG and its partners; report on the
state of environmental health; and assess and anticipate new and
emerging environmental health hazards as they apply to New Brunswick.

The Secretariat is mandated to develop, implement, and report, in
cooperation with other departments, on actions that address
greenhouse gas emission reductions and adaptation. It is also
responsible to manage continued engagement with provincial
stakeholders, federal, provincial, territorial, and international jurisdictions
and the NEG-ECP region, on climate change matters, and interacts in
the development of public awareness and education programs.

The Green Economy Project is mandated to provide a focus on
sustainable development and the Green Economy. It will lead the
development of an approach to achieve a green economy, incorporating
connections to energy policy, climate change, and sustainable
development.

The Communications Branch deals with the preparation of departmental
communications (news releases, legislative statements, briefing notes,
speeches, annuals reports, etc.). The Section acts as a liaison with the
media.

The Educational Services Branch is responsible for coordinating and
developing public information and educational materials and
opportunities; designing and coordinating public consultation programs
and activities; and managing the Department's technical library and
reference resource center. The Branch also oversees the development
and maintenance of the Department's Internet site; and provides liaison
with the general public and special interest groups.

The Corporate Services Division is an overall provider of administrative
support to the Department, providing leadership, co-ordination and advice
in the areas of Human Resources, Information Management, and
Administration.

Finance and Administration serves the department in an advisory and
supportive capacity with primary responsibility for accounting, budget
preparation, payments and revenues. It co-ordinates mail services and
provides direction and support for space requirements, and the acquisition
of equipment and materials.

To provide central administration services to the other branches of the
department in support of the delivery of departmental programs and
services.

To provide professional, technical and advisory support to management,
staff and clients on financial matters, and to process the financial
transactions in the departmnet.

The Information Management Services Branch is responsible for
information technology planning, support and management of
information and data, ensuring that departmental staff have access to
reliable and secure information technology services and data.
A key function of this Branch is to facilitate the most effective use of
Information Technology within the Department.
In addition, the Branch administers the Records Management Program
that is responsible for care, custody and control of all departmental
records (files). Service include file creation, retrieval/storage of subject
files/financial documents, development/revision of records schedules,
transfer of inactive records to off-site storage, advice to staff on records
management issues.

The Community Funding Branch is mandated with the administration of
funding programs. The Branch administers the Environmental Trust Fund
(ETF), the federal Gas Tax Fund, the New Building Canada Fund –
Provincial Territorial Infrastructure Component – Small Communities Fund
(NBCF-PTIC-SCF) and the Clean Water and Wastewater Fund (CWWF).

The Policy and Strategic Initiatives Division has the responsibility for

The Capacity Building and Local Services Branch provides liaison
services, assistance with local municipal activities. It provides for
effective consultation and liaison with Municipalities and Rural
Communities/Local Service Districts and Regions.

The Community Finances Branch is responsible for the administration of
financial aspects of local government bodies. It provides budgetary
advice, review and financial assistance to LSDs; provides municipalities
and rural communities and special purpose commissions with advice and
authorization for capital financing through the Municipal Capital Borrowing
Board (MCBB) and reviews and approves municipal budgets and audited
financial statements.
