Our mandate is to manufacture, buy, import and sell liquor of every kind and description. Our objective is to do so by providing high quality service and product selection to the public. Our obligation is to operate in a controlled environment with appropriate social responsibility guidelines at the forefront. Our accountability is to function efficiently and effectively to optimize financial returns to the Province of New Brunswick.

Blaine Higgs (Quispamsis) has an extensive background in business and has worked in various departments of Irving Oil Ltd. since 1977.

He graduated in 1977 with a Bachelor in Science in Mechanical Engineering from the University of New Brunswick. He later completed a 4th Class Stationary Engineering program. In 1993, he completed the Executive Management Training Program at Queen’s University. He has also taken courses both in Finance and Leadership and Influence at Babson Executive Training and Education.

Higgs is a member of the Kennebecasis United Baptist Church, a Member of Association of Professional Engineers of the Province of New Brunswick, and past Vice Chair of the New Brunswick Gateway Council. He was elected to represent Quispamsis in the Sept. 27, 2010 provincial election.

Higgs and his wife, Marcia, are the parents of four daughters – Lindsey, Laura, Sarah and Rachel.

The affairs of the Corporation are administered by a Board of Directors, Executive Branch, and Senior Management Team. There are seven Board members including a Chairperson, all of whom are appointed by the Lieutenant Governor in Council. In the Executive Branch are the President & CEO, and the Executive Vice-President. Senior Management includes the Executive and the Vice Presidents of our five operational departments.

Internal Audit and Security - evaluating compliance with policy and adherence to control procedures, and developing, implementing and coordinating the corporate program to protect property, employees, customers and guests.

The Human Resources and Corporate Services department consists of three sections: Employee Relations – responsible for employee/labour relations processes, HR policies and by-laws, employee engagement processes, performance management processes, employee benefits, records management, and job classification processes. Staffing & Employee Development – responsible for internal and external recruitment and selection processes, workforce and succession planning processes, leadership & workforce development programs, second language training, the coordination & tracking of corporate training programs, continuous improvement processes and linguistic and gender profiles. Health & Safety – responsible for Occupational Health and Safety processes, EFAP program, return to work processes and processes relating to employee absences.

The Administrative Services Branch is comprised of two sections: Records and Cafeteria. The Records Section is responsible for the filing and retrieval of documents pertaining to the functions of the Corporation, which includes personnel files, accounts payable/receivables files, contracts, and all operational information. This section also ensures that translation needs, as well as miscellaneous clerical requirements are met. The Cafeteria Section is responsible for providing economic and nutritional meals on a daily basis.
The Administration Services Branch is also accountable for the Receptionist area whereby all incoming/outgoing mail is processed. The Receptionist projects a professional image by receiving customers in an appropriate fashion.

Finance - reviewing, processing and controlling all receipts, expenditures and financial records/reports. The division is responsible for the control and reporting of all receipts and expenditures for NB Liquor, from the initial receipt or payment to the production of the Annual Report.

The Supply Chain, Products & Marketing Department is comprised of five sections:

• Category Management – responsible for determining and managing the ongoing wine, spirits, coolers & beer portfolios, and for day-to-day supplier relations
• Sales & Marketing- responsible for in-store marketing programs for all portfolios, and brand development
• Supply Chain - responsible for purchase of all wines, spirits, coolers & out-of-province beer, contracting and management of national-international freight consolidations & ocean transport; and for the management of the Central Warehouse (including contracting and management of outbound freight services; and maintenance of the material & pallet handling systems)
• Design & Construction - responsible for design and tendering for new stores, tendering & project management for major capital and maintenance projects & purchases, upkeep of the Central Warehouse & Head Office complexes, environmental sustainability;
• Facilities Management - leasing & leasehold management, property tax management, purchase & sale of property, disposal of corporate assets

Traffic - purchase of all wines, spirits and imported beer, arranging freight consolidations & ocean transport, inventory management.

Property Management- responsible for design and tendering for new stores, tendering & project management for major capital and maintenance projects & purchases, upkeep of the Central Warehouse and Head Office complexes.

Central Warehouse - day-to-day operations of the warehouse, maintenance of the material handling and racking systems, management of contracted outbound freight.

The Store Operations Department is the retail arm of the Corporation. Responsibilities of the department include daily operations of all NB Liquor outlets, agency stores and social responsibility programs. The department also coordinates Corporate internet website services for the benefit of our customers and other business partners. All department staff members are dedicated to providing responsible, top quality service to clients and business partners.
